The Position: Chief Program Officer
The Chief Program Officer (CPO) provides leadership and strategic direction for all of the direct service programs at DevNW, including financial literacy, Individual Development Accounts, first time homeownership, foreclosure and eviction prevention, young adult housing navigation, home repair and rehab, and others. The CPO is responsible for ensuring that our programs and services are positioned to best accomplish DevNWs primary mission: to overcome historic and systemic inequalities in order to help all members of our community (especially those who have been excluded from financial and housing opportunities) achieve financial stability and build assets that can be passed to the next generation. Working with the CEO, the Executive Management Team, and the Programs Leadership Team, the CPO works to make sure our resources are being used in the most impactful way (including program design, start-up, adaptation, retirement, and ongoing evaluation as needed to be responsive to community needs); seeks additional, diversified resources to further our impact; develops the strategic partnerships we need for collective impact; supports trendspotting to shape advocacy priorities; ensures that the staff within the Programs team is unified behind the vision and mission of our work; collaborates across the many departments of DevNW to ensure the best possible outcomes for our clients, residents, and partners; and anything else needed to accomplish the work and intended impact of our programs and services.


The Team
The Chief Programs Officer oversees a department that currently has 27 staff members clustered into 4 program/service areas and s geographically based throughout our seven-county service area: Financial Wellbeing, Youth Housing, Generational Homeownership, and Program Operations. The CPO has four direct reports: The Director of Program Operations, and three Assistant Directors (of Financial Wellbeing, Youth Housing, and Generational Homeownership), which collectively make up the Programs Leadership Team. Three members of the team have been with the organization for 10+ years, and the fourth member joined almost 2 years ago.
The program departments total annual operating budget is approximately $3.2, with an additional $3M+ in funding passed through to clients in rent assistance, matched savings programs, downpayment assistance and other financial tools.


The Organization and Culture
DevNW is a family of three related nonprofit organizations all working to help all families in our community reach financial stability and build assets that can be passed to the next generation. All three organizations share a leadership and administrative structure. DevNW, as the parent organization, houses our admin, programs, and real estate development teams. Community LendingWorks (CLW), our affiliate Community Development Financial Institution (CDFI), provides accessible and affordable loans for individuals, small businesses, and affordable housing projects to those who are un/underserved by traditional banks. Neighborhood Building Corporation (NBC), our affiliate general contractor, builds many of our affordable housing developments and performs major rehab projects on our older housing stock.
The DevNW family of organizations is entrepreneurial in our work; we rarely look the same from one year to the next, as we seek to respond to community needs. Our organization operates in a hybrid model, with most positions working from home half time or more. We have 4 regional offices, and most
teams have members spread across multiple locations. This means were comfortable operating via video-conference and other tech platforms, but we also prioritize getting together in-person when its meaningful to do so (either internally or for external partnerships).


Compensation / Benefits
Compensation range: $102,450 - $124,800
Benefits: Medical (full employee + 50% spouse/family), dental, vision
Paid time off: 10 holidays (New Year, MLK, Presidents, Memorial, Juneteenth, July 4th, Labor, Indigenous Peoples, Thanksgiving, Christmas)
2 floating holidays, 2 mental health days, 2 personal days
8 hours sick + 10 hours vacation per month
Work schedule: Choice for baseline schedule of 4/10s, 4/9s+4, or 5/8s (as with all exempt positions, schedule may vary as necessary to fulfill the job)
Long term incentives: 5-Year anniversary benefit of 1-week extra vacation + $2500 travel bonus
10-year benefit of 1-month paid sabbatical
