Job Summary

The Civil Rights Compliance Investigator performs monitoring and oversight of the MBTA’s Disadvantaged Business Enterprise (DBE) program requirements on USDOT-assisted construction projects. This position sits in the Office of Diversity and Civil Rights (ODCR), a shared office between MassDOT and the MBTA. The responsibilities of the Civil Rights Compliance Investigator include, but are not limited to, collaborating with the MBTA’s Office of the General Manager, the MBTA Engineering and Capital Department, and the MBTA Procurement and Logistics Department to ensure functional team priorities do not take precedent over DBE program goals and requirements. The successful candidate will be able to effectively implement DBE program requirements on MBTA FTA-funded construction projects, including, but not limited to, conducting commercially useful function (CUF) reviews, ensuring prompt payment, review of DBE Utilization Plans, and reviewing DBE participation attainment.

Duties & Responsibilities

  • Provide technical assistance and guidance to contractors, consultants, and vendors performing or interested in performing on USDOT-assisted projects and programs in accordance with MBTA policies and directives.
  • Provide technical assistance to MBTA staff regarding DBE program requirements.
  • Perform virtual and on-site monitoring to ensure compliance with DBE program requirements.
  • Attend pre-bid/pre-proposal meetings to support ODCR with Civil Rights/DBE program requirements.
  • Perform document control and archiving services to maintain and preserve the integrity of information.
  • Assist MBTA Vendor Services with developing strategies for DBE outreach and inclusion.
  • Collection and review of DBE Utilization Plans.
  • Assist in the resolution of disputes regarding compliance with DBE requirements.
  • Demonstrate MBTA’s organizational values of stewardship, integrity, respect, and teamwork.
  • Applicants should be prepared to travel within the Commonwealth as needed for the project scope, including site visits.

Minimum Requirements & Qualifications

  • Bachelor’s Degree from an accredited institution.
  • Four (4) years of relevant experience providing civil rights program guidance and oversight related to federally assisted projects.
  • Effective organizational, analytical, writing, multitasking, and time management skills.
  • Proficiency in MS Office, including Excel and Power Point.
  • Demonstrated ability to effectively communicate and present information to a diverse group of stakeholders.
  • Demonstrated ability to organize data, communicate insights and conclusions, and exercise effective problem-solving skills.
  • Demonstrated ability to work independently, and as part of a team.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

Preferred Experience and Skills

  • Three (3) years analyzing and applying civil rights requirements involving public transit.
  • Experience resolving compliance issues through technical assistance, communication, and negotiation.
  • Experience developing solutions for transportation operations that intersect with civil rights program objectives.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
