This position operates on a rotating shift basis, all treatment functions of a 52 MGD potable water treatment plant while supervising and assisting employees in the operation of equipment and machinery that will ensure adequate water pressure for the Saginaw water system.

There are six Operating Foremen positions in the Water Treatment Plant. This position supervises six Plant Operator "A" positions on a rotating basis. Each supervises two different operators weekly.

Major Duties


  1. Ensures compliance with all Federal and State requirements for drinking water by adjusting treatment processes to maintain water quality.
  2. Daily performs all treatment related operational duties including chemical and bacterial testing. Operates and monitors all chemical feeders, valves, filters and control equipment for plant functions.
  3. Supervises and assists employees in monitoring, inspection and operation of an automated pumping station, including 108 MGD in high lift pumps, two raw water reservoirs and a raw water re-pump station, six remote booster pump stations, and a 2400-volt diesel electric power generation station.
  4. Calculates and records daily treatment parameters for the Michigan Department of Environment, Great Lakes and Energy monthly operating report.
  5. Acts as dispatcher for Water Shop repair personnel on evenings and weekends. Also receives after-hours emergency calls.
  6. Informs Assistant Superintendent and Superintendent on status of water treatment and pumping operations.
  7. Attends weekly divisional staff meetings.
  8. Is able to work on call as needed.
  9. Informs maintenance staff of mechanical and electrical problems.
  10. Collects daily NOAA weather data from two outdoor monitoring stations.
  11. Maintains plant security with the use of closed-circuit television system and plant rounds each shift.
  12. Acts as a tour guide for plant visitors in conjunction with lab personnel.
  13. Assists Maintenance Personnel with the Start-up and Shutdown of the Kochville Pumping Station.

Job Requirements


  1. High school graduate or G.E.D; course work in Chemistry highly desirable.
  2. Good mechanical aptitude with some knowledge of electricity and pumping operations.
  3. Must have two years of experience in treatment plant operations in an F-rated plant or equivalent.
  4. Must possess F-4 State of Michigan Certification at time of hire; possession of F-3 certification preferred. Once eligible, must obtain F-3 certification within (4) cycles of hire and must obtain F-2 certification within (8) cycles of hire.
  5. Supervisory experience is highly desirable.
  6. Possession of excellent verbal and written communication skills.
  7. Ability to deal tactfully with the public.
  8. Must possess a valid Michigan Driver's License.
  9. Experience with computers is desirable or willingness to be trained in the use of computers and SCADA operation
  10. Must have an attendance record acceptable to management.
  11. Must be able to exercise sound judgment under stressful conditions.

  1. Must use care and proper procedures in handling hazardous materials and electrical equipment.
  2. Work may require lifting of 50 lbs., bending, stooping, climbing and work in confined spaces.
  3. Must have ability to use a respirator and other personal protective equipment.
  4. Works in noisy environments with hearing protection under certain conditions.
  5. Works in a facility with several dangerous chemicals including Liquid Chlorine, Ferric Chloride, Lime, Fluoride, Carbon, Cationic Polymer, and Diesel fuel along with smaller amounts of various laboratory chemicals.
  6. Works in all weather conditions to collect data from weather monitoring stations.
