REQUIREMENTS AND PREFERENCES The Broward County Board of County Commissioners is seeking qualified candidates for Emergency Management Section Manager. General Description
Supports the Emergency Management program within Broward County through management of preparedness, response, recovery and mitigation activities.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Minimum Education and Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or field related in emergency management. Experience: Five (5) years' experience in emergency management, Two (2) years of which are supervisory/management experience,
In addition, Two (2) County, State, or Municipal EOC Activations or Incident Management Team Deployments managing an Incident Command System section (Planning, Logistics, Operations, or Command). Certification: completion of incident command courses by
date of application: FEMA ICS-100, 200, 300, 400, 700 and 800. Special Certifications and Licenses Must possess or attain within 2 years either a Florida Professional Emergency Manager (FPEM) from the Florida Emergency Preparedness Association or a Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers. Possess and maintain a valid Florida Class E Driver's License based on area of assignment. Ability to pass a Homeland Security background check (not classified). Preferences -Experience developing Situation Reports and Incident Action Plans
-Florida Professional Emergency Manager or IAEM Certified Emergency Manager (at time of hire)
-ICS Curricula Train the Trainer certification
-Experience developing HSEEP compliant emergency management exercises.
-All Hazards Planning Section Chief credential from State of Florida
-Technical knowledge in emergency management planning tools and applications in an EOC environment.
-Advanced experience with WebEOC incident management system software.
-Familiarity with development, implementation and maintenance of emergency management plans, programs, and operating procedures to meet County, State and Federal compliance standards.

-Level I Continuity Practitioner DUTIES AND RESPONSIBILITIES The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Manages development and update of the Broward Comprehensive Emergency Management Plan and all supporting plans consisting of writing and updating applicable sections, overseeing and assisting other staff in developing assigned plans, and overseeing annual updates. Functions as Planning Section Chief during periods in which the emergency management is activated for developing or ongoing emergencies; develops, maintains, trains the planning section; updates the plan annually or as policies change and developing and conducting training and exercises to train applicable staff on the planning section processes and procedures. Performs duties as on-call duty officer; acts as the primary emergency point-of-contact for the alert, notification, and initiation of a preliminary response to emergencies occurring in Broward County; documents all emergent situations. Participates in emergency management planning forums with other stakeholder agencies, other Broward municipalities, and other regional State and County agencies; develops and implements emergency management plans, policies and procedures. Helps to develop and monitor general fund and grant (mostly federal and state) budget initiatives; manages major projects for emergency management initiatives; develops and implements Emergency Operations Center readiness initiatives.
