Job Duties
- Administer the Regional Laboratory’s evidence system.
- Participate in the establishment of Regional Laboratory priorities, goals, and objectives necessary in accomplishing the mission of the Laboratory.
- Monitor, evaluate, and document performance of personnel assigned to the Regional Laboratory.
- Plan, direct, and supervise the work associated with the Regional Laboratory.
- Fulfill the quality assurance responsibilities of the Regional Laboratory as required by the Laboratory’s Quality Assurance Program.
- Perform administrative and support functions as necessary to maintain laboratory services.
- Maintain effective communication with the scientific and criminal justice communities and Department personnel.
- Propose and implement Laboratory Division and Regional Laboratory goals and objectives.
- Distribute casework and operational assignments to Regional Laboratory personnel.
- Participate in formulation of budget requests.
- Ensure the maintenance of appropriate resource material within the Regional Laboratory.
- Participate in creation and annual review of management system documents.
- Direct and supervise the performance of Regional Laboratory personnel.
- Identify training needs, develop, and administer training programs for the Regional Laboratory.
- Prepare recommendations with justification and specifications for the purchase of equipment and supplies.
- Review and evaluate supply purchases within the Regional Laboratory.
- Direct Evidence Clerks to ensure proper evidence handling procedures and security.
- Direct clerical personnel to ensure efficient quality clerical support is provided.
- Communicate effectively with Unit Supervisors to ensure the efficient operation of the scientific analysis program in their respective region.
- Schedule appropriate maintenance of the Regional Laboratory’s physical plant.
- Schedule routine service for standard laboratory items such as carrier gases, laboratory coats, etc.
- Review laboratory Certificates of Analysis for accuracy and completeness.
- Review and endorse written correspondence generated by Regional Laboratory personnel.
- Approve duty schedules, vacation requests, and other days off for assigned personnel.
- Create and maintain a Regional Laboratory Holiday, Weekend, and Evening Call Roster.
- Compile Regional Laboratory statistical data.
- Recommend and attend training to acquire knowledge and skills required for job proficiency.
- Ensure safety in the Regional Laboratory and initiate improvements.
- Perform case work in a discipline when approved by the Laboratory Division Commander.
- Enter information into the Laboratory Information Management System as required.
- Testify in court as keeper of the records or as an expert witness.
- Conduct outside presentations and laboratory tours as required.
- Ensure compliance with accreditation standards, Standard Operating Procedures, Rules, Regulations and Laboratory policies
- Perform other duties as required.
Requirements
Job Qualifications
- Bachelor's degree or higher, preferably in natural and/or forensic science or management.
- Three years full time experience in an accredited forensic laboratory within either a forensic discipline, crime scene investigations, polygraph examinations, or management.
- Three years full time experience in management preferred.
- General knowledge of each laboratory discipline.
- Ability to remain objective and reason deductively.
- Ability to operate office equipment (fax machine, multi-line telephone, and various computer systems and software).
- Ability to comprehend and apply rules of evidence.
- Ability to manage and adhere to established laboratory safety practices.
- Ability to comprehend and apply management and leadership theories and techniques.
- Ability to communicate effectively, both verbally and in writing.
- Testify as the keeper of the records or an expert witness in an objective, unbiased, and professional manner.
- Must be able to differentiate colors as evidenced by medical certification.
- Must possess a valid driver’s license.
- Ability to travel by aircraft or other vehicles.
- Ability to attend training/meetings at alternate locations for extended periods of time.
- Must be able to successfully pass a background investigation.
